Policing Committee

In December 2024, the Government of Alberta approved changes to the Police Act, which included the creation of the Police Governance Regulation and the Police Governance (Ministerial) Regulation.

Under the new Act and regulations, municipalities that are served by the Royal Canadian Mounted Police (RCMP), as their police of jurisdiction, are required to be represented by a Policing Committee, based on population size.

The Town of Drayton Valley, with a population of approximately 7,291 (2021 Census), automatically falls in the category of a “Regional Policing Committee”. However, during the February 26, 2025, meeting of Council, Council wrote to the province requesting an exemption from the regional policing committee, which included Hinton, Edson, Whitecourt, Peace River and Drayton Valley, in hopes of forming their own Municipal Policing Committee. Subsequently approval was provided by the minister responsible.

All individuals appointed must pass an enhanced security clearance conducted by the Province.

ROLE OF THE POLICING COMMITTEE

In accordance with legislation and policies, the committee is responsible for

  • Overseeing the administration of the municipal police service agreement
  • Representing the interests and concerns of the public and of the Council to the RCMP officer in charge
  • Developing a yearly plan of priorities and strategies for municipal policing in consultation with the RCMP officer in charge
  • Developing a community safety plan in conjunction with the local police detachment and chief elected official, including a plan for collaboration between the community and community agencies, and providing the community safety plan annually, or on request, to the minister
  • Assisting in the selection of the officer in charge
  • Reporting annually, or on request, to the Minister on the implementation of and updates to programs and services to achieve the priorities of the police service

Membership of the committee is determined by the Town of Drayton Valley’s Policing Committee Bylaw, following the provincial requirements of members of Council and public members of the community. In addition, there are advisory non-voting individuals on the committee including the Officer in Charge (RCMP), CAO, administrative liaison set by CAO, one representative from the Youth Council over the age of 16 as an optional appointment, and one representative from Brazeau County as an optional appointment. At any time, the province may also appoint one individual to the Town’s Committee.

Members are appointed to the committee for two (2) and three (3) years.

COMMITTEE CONSISTS OF

  • Community Members (3)*
  • Town Councilors (2)
  • Provincially appointed members (if applicable)

In addition, there are non-voting advisory members, which consist of:

  • RCMP Detachment Commander
  • Town’s Chief Administrative Officer
  • Resident from Brazeau County
  • Youth Council Representative

Community members must reside in the Town of Drayton Valley to apply, and throughout the duration of the appointment to the committee.

SECURITY CHECKS

All members of the policing committee will be required to undergo enhanced security screening conducted by the Government of Alberta prior to beginning work on the committee.

PUBLIC MEMBER REQUIREMENTS

  • Reside in the Town of Drayton Valley
  • Be at least 18 years old
  • Pass background security clearance conducted by the Government of Alberta

MEETINGS

Policing committee meetings are held at least four (4) times per year, typically scheduled in the afternoons at the Town Office.

TIME COMMITMENTS

Depending on exact requirements at the time, public members commit approximately 40 hours a year regarding the committee and its business. This includes various training, meetings, and sub-committee work that may be required.
