What is annexation?

Annexation is the process where land in one municipality is transferred to the jurisdiction of another municipality.

Does ownership of the land change?

No, only the municipal jurisdiction changes.

What role do landowners play in the annexation process?

The Town of Drayton Valley will consult with the public about the proposed annexation. The Town is also committed to ensuring that all affected landowners have the opportunity to be fully informed about the progress of negotiations. Landowners within the proposed annexation area will receive a letter from the Town, formally inviting them to participate in upcoming open houses.

How long will the annexation process take?

The length of the annexation process depends on whether all parties are in agreement. When the parties are in agreement, the process is relatively fast. Otherwise, it can take quite some time.

Why can’t the County and Town work together to come to a mutual agreement over land use?

The Town has attempted to collaborate with the County in planning and managing current and future growth. While there were some isolated results, many issues still remain. Further complicating the matter were the steps taken by the County to serve notice to repeal the Intermunicipal Development Plan (IDP) Bylaw and Intermunicipal Planning Commission (IMPC) Bylaw, documents that set the framework and allow for joint planning of the land surrounding the Town.

What are the next steps and who makes the final decision?

The annexation process includes consultations with landowners and the public, negotiations (which may include mediation) between the Town and County and, if necessary, a hearing. Ultimately, the Minister of Municipal Affairs will make the final decision.

What stage is the process at now?

It is still early in the annexation process. The Town has submitted a notice to the County and the Municipal Government Board. Currently, the Town is in the process of scheduling open houses and will be formally inviting and encouraging landowners within the proposed annexation area and the general public to provide their input.
